Or, does a SF UPK add additional support in non-District sites to support children in community based programs (including those not eligible for CSPP and attending community based program)

It's the same process that enrolls K-12, now TK-12. The Enrollment Placement Center at 555 Franklin, application (paper/on-line), and choice system. There are tie-breakers. Enrollment system is not changing for now at SFUSD.
